Remarks
Adds to the FLAC tag a new picture frame in the form of a URL pointing to a graphic file on the web.
The modification only happens in memory and not directly into the original sound file: in order to store modifications inside the file you need to call the TagsEditor.FLAC_SaveChanges method.
